Unable to launch any programs. Message returned "Program
Not Responding". After launching Task Manager, System Idle
Process shows 98%. Any ideas what is going on?

It is normal for the System Idle Process to be high. It measures how much
of the CPU is not busy working.

Check Event Viewer for information on why EXE files are not launching. If
necessary, use MVP Doug Knox's fix for the EXE file type. You'll find it on
this page: http://www.dougknox.com/xp/file_assoc.htm

IMPORTANT: Losing the ability to run EXE files is a common symptom of a
virus infection. Scan the system with an antivirus program that is running
current virus definitions. If unable to update the antivirus program (or
run it), use one of the online antivirus scanners:
