Unable to open Outlook at all. Already disabled BCM

I have reinstalled Outlook, started in safe mode, disabled BCM (set registry
to 1). Each time I attempt to open Outlook, I get EM "Business Contact
Manager has experienced a problem and has to close" Please help.

Uninstalling BCM should get Outlook running again.
 
I can't seem to find it under the Add/Remove programs or under the Programs
file. Where else should I look?
