Unable to open Outlok Express

I have recenelty restored my system having had major problem swith service
pack 2, however have gone back to Windows ME for now, I have installed all
the necessary drivers although when I go into Outlook Express it fails to
open. The follwoing message window appears

"Outlook Express could not be started because MSOE.dll could not be loaded"

When I click on properties for internet connection there are a couple of
files which have unknown properties which I assume is the reason why I am
unable to load outlook

Can anydody help PLEASE !!

Ask in an Outlook Express forum. This is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
