Unable to open new IE/Windows Explorer windows

Hi. Recently, I've had a problem that is highly annoying
at best, highly problematic at worst. Apparently, Internet
Explorer has decided that it now has a threshold on the
number of windows. Whenever I open a certain number of
windows (it starts fairly large, and then gets lower and
lower; I'm at a two-window limit right now), the last
window I open will have weird settings: the back, forward,
etc. icons will no longer have text beneath them, and there
will be no menu bar. I will be unable to right-click
anything in this window, or open a new IE window from any
source.

A couple of days after that began, I noticed it was
affecting Windows Explorer, too. The windows limit applies
to both (together, not separate). If I reach the limit,
the last Explorer window I open will not have a menu bar,
but there will be white bar there, in the center of which
is the Microsoft symbol. Again, I will be unable to
right-click anything in this window, or open a new window
from any source.

If I end-task Explorer.exe and re-run it, the problem seems
to go away temporarily -- perhaps it resets the limit, I
don't know, but it generally takes me six hours or so to
reach the limit again. I reinstalled IE6 with Service Pack
1. That seemed to help for a day or two, but the problem
came back.

I'm running Windows XP Professional, Service Pack 1, on a
2.4Ghz Pentium4, with 512MB of RAM.
