Unable to open from hyperlink

I am not sure whether I should post this question to this discussion group,
because this question does not relate to any computer problem (as I think).
My question is - I had created hyperlink to a number of files. Everything
worked well for last 6/7 moths. But from today I just fail to open any file
from the hyperlink. When I tried to open a file a message appearing which
says “The operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrationâ€. What is system
administration? How will I contact it? Can anyone help me. Thanks in advance

A 'system administrator' is a person in charge of computers on a
network. If this is your personal computer, then that person is you,
so read 'You receive an error message when you click a hyperlink' at
http://support.microsoft.com/kb/310049

Easiest : system restore to yesterday .
