Unable to open file from shortcut

I just upgraded to Excel 2003 and when I try to open any
excel file from a shortcut on the desktop or in the
explorer window, Excel starts up and there is only a
blank screen instead of the requested file being shown.
I am then forced to OPEN the file from the FILE menu
instead, which is a bit of an inconvenience.

The file associations are correct.

What is there that I can do to alleviate this problem?

Tools, Options, General, uncheck "Ignore Other Applications".

Why would a user select the "Ignore Other Applications" ?

Nothing, normally this option is never checked. It is there for
developers who need to ensure "their" session of Excel is not hijacked
by the system when the user doubleclicks a file.
