Unable to open desktop folder

Using 2003 server and xp clients, roaming profiles and folder redirection.

I have created a folder containing shortcuts to drives (created by a camera
card reader) on all users\desktop.Trying to open the folder when logged in as
student gives the error 'this operation cancelled because of
restrictions.....'

Just putting the shortcuts (rather than a folder containing the shortcuts)
works fine.
Permissions are Everyone-RX on all folder and contents.
It is not the software restriction policy error message.
Admin access fine.

any ideas????

Perhaps you used a reserved word for the folder name?
Do you have the System or ReadOnly attribute set on the folder?
Open a CMD.EXE window and type:
dir /a "%ALLUSERSPROFILE%"
Is the 'folder' listed with <DIR> ?

No, it's definitely a GP that's preventing it opening, administrator is fine
to open it. I can't see why a folder is not opening but if I put the
shortcuts on the desktop it's fine. this is across the network, not just one
machine, on ANY folder name.
What GPO settings may prevent a desktop folder opening?
