Unable to open attachements in Outlook 2000

I am in an Exchange 5.5 corporate environment. My users
use Outlook 2000 SP3 as the desktop application.
The Problem
The user is attempting to move emails from there inbox to
there .pst file. They are getting a message "can't move
the items. The item couldn't be moved. It was either
already moved or deleted or access was denied."

If you open the email and close it then attempt to move it
again it will move with no problems. On several of the
emails also I have gotten a message that says "one or more
of the attachements couldn't be opened". This is only
happening to some of the emails which is strange.

Any one have any ideas?
