Unable to network XP Pro and ME on home network

I am attempting to network my two home computers, one
running XP Pro the other Win ME. I have hard coded IP
addresses: 169.254.1.1 and 169.254.1.2. I am able to ping
the ME computer from the XP computer, but I am unable to
ping the XP compter from the XP computer. When I attempt
to browse the network I receive the following message:
"HOME is not accessible. You might not have permission to
use this network resource. Contact the administrator of
this server to find out if you have access permissions.
The list of servers for this workgroup is not currently
available."
I have checked things like sharing, enable NETBIOS over
TCP/IP and have made sure the browsing service, as well
as the server and workstation services are running.
Any ideas?
 
Can you ping the IP address of the HOME PC ?

Check that both PC's are in the same subnet.

also make sure the Workgroups are the same on both PC's as
this may give problems when going through My Network Places
 
Thanks for your response. I can ping the only other
computer in the workgroup, but not my own.
I checked the subnet and the workgroup
names...everythings OK.
 
Thank you, I will check again, but when I looked before,
there was no check mark in the "Internet Connection
Firewall" box.
 
I am answering my own question and owning up to a stupid
mistake. I hope others can benefit. The reason for the
problems outlined below stem from installing Norton
Network Security. The default setting was to block access
of my computer to the network. After changing settings,
everything worked fine. The lesson....Watch out for
firewall software!!
