Unable to log onto incoming mail server

I've been using comast's email program for 2+ years and now want to migrate
to Outlook 2003 to send/receive and manage messages. The MS-Outlook program
appears to be correctly established and I've checked the Tools: email setup a
number of times. When "testing" the settings, 5 of the 6 tests are
successful. Test #5: Receiving Messages, always comes back with an error
message: "Log onto incoming mail server (pop3): Outlook could not connect to
the incoming POP3 mail server becuase your mailbox on the server was in use".
Is this error message caused by a configuration in Outlook or is the problem
related to Comcast's mail server? How to I fix this problem to receive
emails on Outlook?
 
Make sure you've got no other mailclients running at the same time to
prevent that they login at the same time.
