Unable to log on because of account restrictions

I had to reinstall xp pro
before the reinstall I had remote access working
now when I log on I recive this message "Unable to log on because of account
restrictions"

Is the account you are trying to use remotely:

- A member of the Administrators group or a member of the Remote Desktop
Users Group?
- Password protected?
 
Is the account your trying to log in with an administrator account or a
member of the Remote Desktop Users group *AND* have a password?
