Unable to locate component

"NSCSRVCE.EXE - Unable to loacte component

Thos application has failed to start because ccL30.dll was not found.
Reinstalling the application may fix the problem"

This message normally comes up when opening internet explorer, i think.
I'll 'ok' it and itll come up about 7 times in a row, its just getting
really annoying now, anyone tell me how to reinstall it?
