This file seems to be needed to activate the system information portion
of Maximum Software's PC Power Suite. Here's a link to their site:

Contact their tech support for any issues with their software.

Something is set to start up that uses that file. Only you know what is
set to start with Windows so you'll need to do some clean-boot

well, i had the same problem.. 'some applications could not start because
rtl100.bpl could not be located', i realised that this problem started after
i uninstalled spyware doctor trial.. then i downloaded and re_installed it..
my problem then disappeared.. and i checked its folder.. guess what i
found.... r they allowed to do that?
