Unable to locally copy files but can create files or do it remotely

We have just installed a new copy of Win2K Server on an
IBM server and find that all users locally logged onto
the server cannot paste copied/moved files - domain
administrators or even server administrator account -
weather posted to the local server or a shared folder on
another server. Even weirder is that the same users can
create new folders/files without problems...
No problem copying the files from another server
connected to a shared folder on the offending server.
Anybody seen anything like this before? Thanks in
advance...
