Unable to launch Internet Options

After installing the latest operating systems service
packs, I am now unable to launch Internet Options from the
Tools menu. The user account is a member of the
Administrator group. Error message is "This operation has
been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."
Unfortunately I AM the system administrator.

Who comes up with these dumb error messages? Completely
useless for really resolving a problem.....
 
Remove IE Restrictions & Restore Missing tabs. Download a fix from:
http://www.angelfire.com/dragon/sramesh2k/reg/IE_reset_restrictions.reg

The problem may be due to:

1. A spyware. Download Ad-Aware from www.lavasoftusa.com, scan the system
and eliminate the malware products. Re-apply the above fix if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

( Caused by a malware called CoolWebSearch. Also, Download:
http://www.spywareinfo.com/~merijn/files/cwshredder.zip )

2. You have enabled SpyBot immunize (protection) feature or any other
similar software.
