Unable to launch Disk Management snap-in

When I try to launch the Disk Management snap-in from the
Computer Managenent console, I get:

"An Internal Error has occurred. Please restart the Disk
Management snap-in."

and "Failed connection to Logical Disk Manager service."

I've looked at the security permissions and the Dcom
configuration, and it seems to be the same as what is
working on another computer I have.

I am signed on as an Admin, and I am able to launch the
Logical Disk Manager Admin service from the services
window.

Is there a way to reinstall this properly, or does anyone
have an idea what could be wrong?

No I cannot connect remotely. I get the same message on
the remote client

NOte: I have Oracle 9 installed on the server. Is it
possible that it may have changed some registry settings?
