Unable to keep (save) the setting I've chosen after I log back in

I have IE 7 on my PC.
In "Temporary Internet Files" settings
"Check for the newest version of stored pages"
I have chosen "Every time I visit the webpages"
but whenever I log off my PC and log back on, the setting I chosen
keeps going back to "Automatically" settings.
Why is this happening? and how can I keep it the way I set?

One or more options/settings in an ever-growing number of third-party
applications may be disallowing the change(s) from "sticking". These include

Thank you for your advice. I have Norton Internet Security 2007.
I hope I got you right.
As I understood it may interfere with customizing my settings?
