Unable to install Windows XP

I am trying to install Window's XP. Every time I try to install it my computer
freezes right after the "Preparing Installation" phase. My computer goes to
a Blue Windows XP Professional Setup Screen and gives me the following
message: Setup has already attempted to upgrade the following Windows
installation. C:\WINNT " Microsoft Windows XP Professional" Setup will try to
complete the upgrade again. To retry upgrading to Windows XP, press ENTER. To
quit Setup, press F3. Every time I hit F3 my computer restarts and begins the
same vicious cycle as I've already described. Can anyone tell me how to solve
this problem?

Please try doing a full format on the hard disk, and run Windows XP setup
again. On "preparing installation", if it freezes, please leave your
computer running for 10 mins and if after 10 mins it's still the same,
please restart the PC and search for the file setupact.log and have it
uploaded here.
 
Boot with the XP CD
At the first screen select the option to Repair using the Recovery Console -
press 'r'
Select the location of the install you want to log on to - generally you
just press "1"
At the command prompt type following and press the Enter Key:
DISKPART

Select the partition and Delete it.
At the command prompt type the following and press the Enter Key
EXIT

The computer should reboot and installation should pick up and continue.
