I am using a Latitude with 2000, newly acquired on ebay refurbed.

I tried to install Acrobat after downloading OK. Install starts but
eventually stops with error,
"the system cannot open the device or file specified"

Same result with Mightymax.

Tried to install Picassa, "error writing to temporary file, make sure your
temp folder is valid".

I am not a syadmin, just a reasonably knowledgeable user, and I am stuck.
Can anyone suggest where I should look for a fix please?

sounds like a possible virus or corruption, i suggest running
virus/spyware/adware scanner. If problem persists you may want to look
into just an entire reformat... Im not sure what "mightymax" is, but
that would be my best advice, you may also want to throw up your error
messages on google, which will probably direct you to the above
solution

Check Event Viewer for errors. Check Device Manager for error codes and or
non-starting devices.

Thanks for the suggestion, I had already checked and nothing was posted in any of the logs after an attempted install. I appreciate the suggestion however.
