Unable to install PC/MCIA cards or Wireless PC card

Toshiba Satellite Laptop
Windows 2000 (re-installed 4 days ago)
Unable to install any PC cards, wired or wireless

Device mgr. is unable to find .inf device drivers. For
3 different brands...
D-link
NetGear
Wireless

Tried the latest downloads from Mfr's websites-- doesn't
help.
(1)Is it a permission issue (administrator)
(2)Hardware issue?
Or something else---

Please help!...
 
Did you check the installation instructions that came with each card? I'm
pretty sure that at least the Netgear and D-Link cards both use a
"Setup.exe" file that must be run before installing the card.
 
Yes, I checked the instructions--- called their
respective help-desks and still no help.

D-link card prior to the re-install was working and all
of a sudden it stopped- and gave me an error stating
there was not enough memory-- so, I did a fresh install
to remove some of the unnecessary applications.
