Unable to install PC/MCIA cards or Wireless PC card

Toshiba Satellite Laptop
Windows 2000 (re-installed 4 days ago)
Unable to install any PC cards, wired or wireless

Device mgr. is unable to find .inf device drivers. For
3 different brands...
D-link
NetGear
Wireless

Tried the latest downloads from Mfr's websites-- doesn't
help.
(1)Is it a permission issue (administrator)
(2)Hardware issue?
Or something else---

Please help!...

Reinstall, was this a clean install?
If so are there any drivers on yr Toshiba disks, that you forgot to
install?
Are any errors shown in Hardware Devices?
 
yes, it was a clean install.
I believe, All the drivers needed are installed.
Error= Code 28= Unable to find a driver for this
device.
 
In Control Panel/System/Hardware/Device Manager presumably you have some
exclamation marks against none functioning devices.
You need to install the drivers for these devices, as per err code.
They should either be on Toshiba supplied disk or on the Toshiba web site
 
Sure - the driver is not yet installed, so it won't be in dev. manager.
If you say that win2k refuses to take latest driver from Toshiba,
the problem is in the pcmcia controller.
Try to find updated driver for the controller...
