I have been trying to import messages from an Outlook Express account on a
Windows XP Home PC that has been replaced with a Vista Home Basic PC. I have
copied every dbx file from the old PC's profile and copied it into a newly
created folder in My Docs on the new PC. When attempting the import, WM does
not recognize the files.

I had a similar experience. However, when I opened Live Mail, it had already
imported all my contacts for me. Try clicking on the top menu bar the
'Contacts" tab and see if your contacts were imported for you too.

I was able to import the contacts, just not the old messages.

Make sure you include folders.dbx, Mail can only import a complete message
store not individual .dbx files.

I had the same error. The advice in the following link worked for me (props
to Steve Cochran) :

Pay particular attention to the red in step 5. Mine duplicated the folder
and wouldn't let me change it. I had to create a duplicate folder under the
actual folder, move the files there, and then it worked.

For Example:

I copied my wifes .dbxs to the \Documents\Janet sub-folder. I pointed the
import there and it returned a dialog saying it would import from
\Documents\Janet\Janet. It wouldn't work and wouldn't let me change the
dialog. So I created another Janet folder inside the original Janet folder,
copied the files there, tried again pointing it to the original Janet
folder, it made the same path error but since the files were really in the
new folder, it imported them.
