Unable to hit sevure sites

I recently have had several problems with my PC forcing
me to do an original system restore. Since then I have
been unable to open any type of secure sites which
includes my bank etc. I have been to internet tools
advance to check all boxes that apply and still can't get
to the sites. I get a page not found. I'm sure that this
is just a small problem. Can someone point me in the
right direction?

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Another thing you can try is:
Go to start/run
Type in: regsvr32 softpub.dll

Press Enter
