Unable to get to start-up screen on Windows

The following message appears when I turn on my computer:
The registry cannot load. The hive file registry failure.
Corrupt, absent or not writeable.
Beginning dump of physical memory.
Physical memory dump complete.
C0000218.

Cannot get to the start-up page to try to run any sort of
diagnostic, or to try to re-install windows.
