unable to enter safe mode

I am on Win2kSP4, and for some reason am unable to boot into Safe Mode. Any attempt to do so will not load any input devices, and the initial startup window will appear to load indefinitely. At this point, there is no load on the HDD and I cannot hear it being read, so I assume that nothing is happening. I use this machine for work, and am unable at this time to reinstall Win2k. Any suggestions on what could be stopping it from finishing the loading process and getting to the login box?

Normal mode boots with no problems, errors, or oddities. I don't see any errors in the Event Log, just some warnings about my w32time service being unable to synchronize. My only worry is that if a situation arose in which I would need access to Safe Mode, I would kind of be out of luck.

What happens when you boot up in normal mode?
 
Hmmm - I honestly think I'd do a reinstall over the existing version - and
do regular backups of your data.
 
This may be a stupid question, but will I have to format if I reinstall over the existing version? I've installed countless operating systems, but I've always formatted/wiped/formatted before I installed.

No, you are offered the choice to repair or wipe/reinstall. Of course, you
WILL do a good backup first, right? ;-)
