Unable to download some files

I'm running Explorer 6 with SP1 under Windows 2000.

When I try to view/download some PDF files a blank window
pops up with a small box in the upper left corner with
an "x" in it. This has happened on more than one site.

Scripting is enabled as well as scripting of Java applets.

Ideas?
