Unable to download programs

I recently installed Windows ME, and I've been unable to
download most programs (even load some webpages). I
frequently get the blank page with download placeholder
error.

I found the MS Support article that describes such a
problem (#316537 - Blank Web Page with Placeholder Icon
and You Cannot Save a File to Disk). However, when I go to
the registry key indicated, there is nothing listed except
the word Default, and "" beside it. There are however a
number of subfolder entries for various plugin extensions.
They all seem to be appropriate, except the .exe extension
which lists NetZip as it's associated program. I'm
wondering if Windows Installer (or some other program)
should be listed there.

Is this the correct association for .exe? If not, how do I
change it? I don't see an option in NetZip to change this
association.

And, if this is not the likely problem, what else could be
causing the problem? Why isn't there anything listed in
this key as indicated in the article?

Nothing needs to be listed there.
Uninstall NetZip as it is not compatible.

You misunderstand #316537 as you do not have an empty key if it has
subkeys. Remove it as the article suggests (which will remove the
invalid subkeys) and remove the invalid plugin as well. If you just
remove the Registry key, then NetZip will probably keep putting it
back until you get rid of NetZip.

The key is not used for the .exe association, only for Netscape-style
plugins which are usually invalid and not appropriate.
