Unable to delete files

I have a few video files that I am unable to remove from my system...
Upon any attempt at deletion, I am told that they are being used by a
program... Even after a reboot and going directly to the file to
delete it, I still get the same message... I check my taskmgr and
there is nothing running that either I don't recognize or could
possibly be using a video file...

Any suggestions...?

You could also try a "safe mode" boot and see if it can then be deleted, or
if your file system is FAT32 boot from a 98/ME floppy and delete in DOS.

Thats the way i would do it:
