Unable to Create ToolBar

I have a computer running XP SP1 and whenever I try to create a Quick Launch
Toolbar I get the message Cannot Create Toolbar.

Has anyone come across this problem?

Make sure you have not deleted the Quick Launch folder in your profile.
Assuming Windows in installed in your C: drive, the path should be:

C:\Documents and Settings\<username>\Application Data\Microsoft\Internet
Explorer\Quick Launch

Where <username> is the name of your profile. If there is not Quick Lauch
folder, simply create one in that path.
 
Thanks for the idea but it doesn't work. In fact the directory Quick Launch
is there in the folder.

Any other ideas?
