Unable to create Shorcuts

When I right click on desktop to create shortcut. Nothing happens I'm
unable to create a shortcut. Also when I install new programs they aren't
placing a shortcut on the desktop either. Anyone have a clue how to fix
this?

But you are able to see the right-click context menu which includes the
New-Shortcut option?
Also when I install new programs they aren't placing a shortcut on the

Just wondering whether a) you are in a corporate environment and the desktop
has been locked by a group policy or b) some security software you are
running is protecting the desktop from change...
 
I can create a new "Folder". Yes I can see the "New-Shortcut" option.

No I'm not in the corporate enviroment and I'm using NOD32, MS Firewall,
Malwarebytes, Spybot and windows Defender.

Do you have Teatimer enabled in Spybot?
 
No TeaTimer is disabled.
It just started yesterday. My computer has been off for the past week while
I was away.

Then something changed. Try doing a System restore to a previous date when
it was still working...
