Unable to create new report

I an using Access 2000 on a Dell WIN XP computer. This is a new computer and the database was originally created on a 98 machine. I am now trying to add a new report. The "new" button is grayed out. I think the problem has something to do with multiple users, but I have no idea how to fix this. Can anyone help?
 
You need to open the file in exclusive mode. With all users out of the
database (including you), check the database folder for an ldb file with the
same name as the database. If it is there, delete the ldb file. Next, open
Access, go to File|Open and select the database you want to open. There is a
little down arrow next to the Open button on the open dialog, click this
arrow and choose to open the file exclusively. Also, since you are new to NT
(WinXP is NT 5.1), make sure that you have the NTFS permissions to write to
the file in its current location.
