Unable to create a profile on one of our servers

We have a Windows 2000 Advanced Server domain where two servers are running
TS in application mode. They are both also Citrix MetaFrame XPa servers. I
can create an AD account on the DC and then log onto CITRIX1 and it creates
a profile for me. My problem is that when I try and log the user onto
CITRIX2, I get the message:

"Windows cannot log you on because the profile cannot be loaded.Contact your
network administrator."

When I go to the event log for CITRIX2 (the DC's log has no errors), I see
two Event 1000 warnings from source Userenv:

The first one says "RegLoadKey failed. Return value The parameter is
incorrect. for C:\Documents
and Settings\testtest\ntuser.dat". The second one is just the pop up message
that I showed earlier.

The problem exists whether I log on using the Citrix ICA client or an RDP
connection. I've gone through the MS Knowledge base with no success.

We had a problem Last Friday with Terminal Services Licensing that required
I remove and re-install it. The TS licensing server is not one of the Citrix
servers. I contacted MS and asked if this was related to the other problem
and they felt it was a profile loading/unloading problem and Said I needed
to submit another support call.

Any suggestions?
 
Upgrading to SP4 is not a current option. There are too many known problems
and post SP4 fixes required for Citrix MetaFrame.

Real-time Protection is already off on the server.

Problems with user profiles not successfully unloading have bee
finally fully addressed here:

This service finally fixes the long-term problem we've had with roamin
profiles intermittently not synchronizing to their home server,
symptom of the profile not being able to unload from the registry. I
should fix any other profile unloading problems as well
