Unable to connect with Compaq Support...???

Greetings ! I have been working with my PC for two years, thus still
computer challenged...Current problem unable to resolve....Am trying to
connect with HELP & SUPPORT...Compaq, "Instant Support"...I describe my
request for help, then try to send only to receive a NOTICE; Message was not
sent..." No internet connection detected...Copies of messages are stored in
your Outbox...Log on with your internet provider, and saved messages will be
sent automatically"......... I am connected to the internet by ISP LOCAL AREA
CONNECTION ( Hi Speed Internet ) as able to access the internet
otherwise.....Working with Windows XP Home,Service pack 2, Norton Internet
Security 2006 with a router between my PC and Dads.....How do I log on with
my internet provider to send the question to 'Help & Support"....???
