Running Win XP and had a working dial up (modem
connection). Installed video capture card and supporting
software, and I lost the ability to get online. The
computer goes thru the motions of dialing my ISP, and even
says that I am connected (no error and icon in tray
appears), yet when I try to bring up any web pages, I get
message that it cannot find server. Support from Compaq
has not been able to fix problem. My ISP had me ping them
to determine if my modem was working, and it does, but
they tell me I'm not routing. Help! I have tried
reinstalling networking, created a new dial up connection,
and several other fixes to no avail.

Is it possible your video capture card and your dial-up modem have an
IRQ conflict? This would not normally happen if they are plug'n'play,
otherwise possible, I think.
