unable to close internet browser window

I have Win2000 Pro with a cable connection to the
internet. I am having trouble closing the internet browser
windows on some pages and pop-ups. It seems like it may be
script related. I opened internet security, and made
adjustments to prompt me on opening any scripts. This
seemed to solve some of the problems on certain pages, but
the problem still persists and I do not want to be
prompted for permission on every page.

Has anyone else encountered this problem?

Right now the only way for me to exit the internet browser
is to pull up the task manager and end the program, which
throws me out of not only the current window but the
entire browser.
 
Doesn't ALT-F4 work?
I use a pop-up blocker myself (I can't stand uninvited pop-ups), but when
forced to deal with pop-ups (*cough* Juno *cough*), ALT-F4 is the quickest
way to close a foregrounded pop-up or window.

If ALT-F4 doesn't work, then there's something else amiss.
