unable to change security settings

XP SP2
IE6 SP2

Have removed all spyware/malware - hijack log is clean. Do this for
customers, so I am sure it is not infected.

Nortons have run cleaned all virus with updated signatures.

What reg settings are most likely to cause this to not work. I have
unchecked the enable third party browser extensions and no change after a
reboot.

any help is appreciated
 
sorry may not be clear enough.

under Tools>Internet Options>Security tab
try and change to medium-low or low
Error
The recommended securty level for this zone is "Medium".
The level you have chosen is lower than this. Please choose a security level
of "Medium" or higher.

Lodgged in as Adminstrator - (XP system account)

If I try Custom changes it allows me to click OK but reverts back to
"medium" defaults.
 
hi, more to add - ActiveX sites will not work even on medium setting. So cant
do windows update or run housecall.trendmicro.com scan.

Have disable Virus scanner when starting so thats out of the loop, but still
unable to track this one down.

Im sure there are reg settings that control the inet.cpl settings but just
can't remember were they are or which one would be the culprit
 
Ok, hopefully someone will have had this before, because there is not much on
this error on the net. Now I have a second customer with the same issue! Cant
change the settings below default.

1 is XP Pro the other XP Home - both on XP 2 - using different antivirus
software and firewall programs. I have disabled both when trying to get
Internet Options to work.

I have read http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q182569
and understand the registry key for TemplatePolicies but I am unable to work
out if on of the values are incorrect, they dont a ppear to be when matched
to a working XP Pro SP1 machine.

I have run SCANNOW SFC - no change

HEY!!! I'm having the exact same problem I think. I installed the
Beta IE7 and did NOT like it. Uninstalled it and now it looks as if I
have your exact same issue. PLEASE reply with the fix!!! Desprate!!

Looks like a permissions issue.
I would use RegMon to trace the attempts to make the changes
and then you would probably see signs of Access denied, etc.

Another thing the same approach would show is whether any
policies were unexpectedly in effect which would be causing
the same sort of symptom.
