Unable to change password

Hi:

Most of my domain users can not change password just pressing CTRL+ALT+ DEL,
the system states that "In this moment password of this account can not be
changed"
It's very peculiar because this user account has no restrictions at all.
The only way to change it is via Administrative Tools of the dc , just
making the user change it after logging off the session.
Please, can anybody help me???

Maybe you have configured a "minimum password age"-policy.

Can you check this?

There is no defined any policy yet, most of my domain user accounts can not
change password from CTRL+ALT+DEL.

Windows 2003 has a password policy by default iirc.

Whats the difference between those who can change their password?

There is no defined any policy yet, because I ve restored my Def Dom Policy
from RecreateDefpol and now nobody can change the password from CTRL +ALT+DEL.
