unable to change password from any pc

Doesn't matter the os or the users level, they cannot change their password
on their pc. It lets you go through the process and then gives a message of
not having access to do it. Can anyone tell me how to fix this?

If you cannot change the password on a local machine:

Right click on My Computer.
Choose Manage.
Go to Local Users and Groups.
Go to the Users folder.
Double click on the user's account and see if there is a check mark for
"User cannot change password". If there is a check mark, remove it.

If you are running active directory,
Run the Active Directory Users and Computers program located under
Administrative tools.
Double click on the user account.
Look on the Account tab.
Remove the check mark for "User cannot change password".
 
Hi,

Is there a GPO applied to the computer's parent OU?
Maybe that GPO restricts the ability to change the password?
