unable to change desk top theme in control panel

I am receiving an error message when trying to change the desktop theme
in control panel. An exception has occured while trying to run
C:\WIndows\System32 Shell32, Control Run DLL C:\Windows\System 32\deskpc.cpf.
Any help would be appreciated. Thank you.

First try to make sure the machine clean from malware and viruses by
scanning with up2date security software.
Run disk clean up then this command:
sfc /scannow

If the above didn't fix your issue, try to insert your XP CD and copy and
paste the following command into your Run command and click [OK]
rundll32.exe advpack.dll,LaunchINFSection C:\Windows\Inf\sr.inf
Reboot your machine, does it work.
