Unable to adjust sound levels

When I try to adjust the sound level in my PowerPoint presentation using the PowerPoint sound settings in program's custom animation controls, nothing happens. Additionally, when I try to adjust the sound levels outside PowerPoint, when I reload the new "sound adjusted" sound file the sound is back up to the original level. The files are all .wav and .mp3.

Anybody else have this problem? Is there a way to fix this?
