unable to add to the server junk e-mail lists

One of my users keeps getting this message:

Unable to add to the server Junk E-mail Lists, you are over the size allowed
on the server....

She has 5 junk email addresses.

She is getting this message everytime she sends to any outside email address.

Any suggestions?
