unable to add/remove programs

Microsoft Knowledge Base Article - 265829

I tried the procedures in the above article but this does
not work for me. is there another fix aside from
reinstalling the entire OS?

Make sure there is not a copy of MSHTML.DLL in the windows folder, normally WINNT for 2000, and that there is a copy of
it in the System32 folder. Then, while logged in with an administrator account, run the following commands:

regsvr32 "C:\Program Files\Common Files\System\Ole DB\oledb32.dll"
regsvr32 C:\WINNT\system32\appwiz.cpl
regsvr32 C:\WINNT\system32\mshtml

You may need to change the drive and folder names.
