Unable to add bdc (admin does not have rights)

I have inherited this problem.
I have a win2k PDC with no BDCs on a small network.
I go to create an active directory on another machine, using the
Administrator user and password and get an error the the RPC server is
unavailable, Please ensure that the network credentails you have provided
are correct....

Any suggestions on where to go from here?
 
First check that the server you are trying to dcpromo points ONLY to the other domain
controller as it's preferred dns server in tcp/ip properties. If that is already the
case run first netdiag and then dcdiag on the existing domain controller [which
should point ONLY to itself as it's preferred dns server] looking for any failed
tests/fatal errors that may indicate the problem. If all looks good there [hopefully
it will] then run netdiag on the server you are trying to dcpromo. Also look in the
Event Viewer of both computers for any pertinent errors and make sure no ipsec policy
is enabled on those computers or at domain level. Netdiag will show if there is an
ipsec policy enabled or run netdiag /test:ipsec on each of them. Netdiag and dcdiag
are on the support disk under support/tools where you will need to run the setup
or.msi install file there. The message you receive is kind of generic and could mean
a lot of things. --- Steve
