Unable to access system restore

When I try to access system restore I get the following message "shell32.dll, control_rundll c:\windows\system32\sysdm.cpl, system" and the box pops up asking if I want to send a report to microsoft. Does anyone know how I can fix this problem. I am not having any problems with my computer but thought the restore feature might come in handy sometime. I was trying to make sure it was establishing restore points was the reason I was trying to access it. Any help anyone could give would be greatly appreciated.
 
Hi

The restore files may be corrupted and you need to rebuild the restore file
Right click My Computer/Restore, uncheck the box "shutdown restore system on all harddisks"
click Apply and OK then reboot
After reboot, go to system restore and create a new restore point and then check to confirm that the restore point has successfully been created
