Unable to access most if not all windows programes

Until yesterday my pc was working almost fine but now I
can't get into any programs at all I keep getting an error
message saying "windows cannot find 'c:\relevant
programe.exe' make sure you typed the name correctly, and
then try again, click the start button, and then click
search" I've tried what it's telling me to do but it
doesn't help, I've also tried system restore but I can't
access the program. I've tried to reinstall some software
via the cd rom but I can't access any installation
programs off the cd.I can't get into any office programs
directly but I can get into them via previously saved
documents. I would appreciate some help or guidance.
