Unable to access files after a rebuild

Hi - My son has recently had to rebuild his sytem (XP to
XP Home) from the product recovery CD supplied by the
manufacturer. Prior to the rebuild he had files on a
number of partitions accessable normally. After the
rebuild he can see the files but cant access them and the
Security Tab in the file properties window is not
present. QN: How can he get access to the old files ??
Any help gratefully received.

How to access the Security tab:

For Microsoft Windows XP Home Edition, you must start the computer in
safe mode, and then log on with an account that has Administrative
rights to have access to the Security tab.
