unable to access certain web site(s)

Looking for suggestions. Thanks in advance.

I have 2 PC's on same subnet with same hardware, different sofware. both
are Win XP SP2, with Symantec Corp AV, Windows firewall enabled.
The host file on both pc's is identical.

From one PC I can reach a web site and from the other I can not. This has
occurred for a few web sites. I get "The page cannot be displayed"
example web site ( www twintowncomputer com )

Does not matter is logged_in_user is an administrator or a user.

Check C:\Windows\System32\Drivers\etc for a file named HOSTS with no
extension. (Not Hosts.sam)
Make sure Windows is set to show hidden files and folders and is NOT set to
hide extensions for known file types.
If HOSTS exists, rename it to HOSTS.OLD
Reboot an try again.

Or, In a Cmd window, enter
ipconfig /flushdns
then clear your TIF also, and re-boot.
