unable to access a certain web site....

I am unable to access a certain web site...was there many times before but
now can't get back onto the site. When I "ping" the site it goes through so
it has to be a problem within my pc. I have been to "internet options" and
set everything to it's original positions. My firewall and antivirus are not
causing the problem, I've completely shut them down to try and access the
site. Did no good, so I started them back up again. Please advise, it is
very important that I be able to access this site as it is my college site.
PLEASE HELP!!

My operatiing system is Windows XP home. and I have eZtrust antivirus and
firewall. My IE version is 6.0.2900 all are kept updated..automaticly.
 
Search your computer for a hidden file called HOSTS. Rename to HOSTS.OLD.
Test.
 
When I try to access the site it says: "The page cannot be displayed" I
really do appreciate any help with this problem. I don't have any trouble
accessing any other sites. Thanks

ping is only useful for showing that the site name has an IP address
and that there is a server somewhere that responds to ping at that address.
It does nothing to prove that there is a server there which is currently
responding to HTTP requests which is what IE (typically) requires.

A better test (though still not a complete simulation of an IE connection)
is to use telnet 80 (e.g. from a cmd window.) If the screen clears
you would know that that site has an HTTP server which might respond
to IE's requests. Depending on what all it responds to you might even
be able to see its actual response by entering GET /

(That's GET<space><slash><Enter>. You would not be able to see
your typing without escaping into the telnet command mode (e.g. pressing Ctrl-]

Perhaps that suggests an https: connection? In that case it's possible that
the above test would fail (e.g. no server with a port 80 open but perhaps
one with a port 443 open. telnet 443 would similarly check if there was
an open port but that would be as far as you could go in checking that.

Probably a better test to prove that IE was completely the problem then
would be to use a different browser. If a different browser can connect
but IE can't you would have a clearer indication that your symptom was at
least specifically related to IE. Note that discovering that it is related to IE
would still not be proof that IE was the problem. E.g. there might be malware
or spyware which was interfering with IE connection requests exclusively.

antivirus would not be enough to ensure that your system
is not infested with malware. See others posts for tips
for dealing with that possibility.
