Unable Start/Restart in Safe Mode using F-8.

My OS is Windows XP Home SP-2 & all upgrades.
When attempting to start in Safe Mode, F-8 brings up dialog box to select
which device I want to start in, not the Safe Mode optons. Delete brings up
BIOS.
Any suggestions appreciated.

You are simply hitting F8 a little too soon...
you are getting a motherboard option.

Wait just a bit longer before hitting F8... It can be a bit tricky as the
bios messages have to complete...
but F8 must be hit just before the OS loads.

It may take a few tries but you *will* get to the boot menu for the OS!
 
Start normally, go to start/run, type:
MSCONFIG
on the Boot.ini tab, put a check in '/SAFEMODE' and restart.
Undo it there when ready.

F5 sometimes works. If you get the prompt to start with a particular
device, select HD, then peck on the F8 key again.
