Un-identified device on network

I have a windows 200 Active Directory, with DNS and DHCP, where DHCP has
scope of IP to auto allocates to the PCs
Is there a way to prevent a DEVICE name or MAC address from obtaining an IP
from DHCP?
(Rather then removing DHCP scope, assigning physcial IP to workstations)

When you configure a windows domain, there has to be better way to allow,
and allocate resources based on membership, or policy etc.

There are third party tools that will meet your needs such as Cisco's
NetRegistrar, or MetaInfo's MetaIP. As for working with what you have, I
haven;t tried this but you can probably try creating a separate scope with a
useless IP range and create a reservation for that MAC address. You can also
use your switch's management features to deny a MAC address on all ports so
it can't communicate period.
